For years supply chain managers have relied on certifications and after-the-fact audits to manage their partner networks. Certainly, some good comes from these programs. However, conversations with frustrated supply-chain managers and participants reveal that most fall short of the goal of creating a truly reliable and optimized network that delivers consistent high-quality products and services.
“It’s like herding cats,” explains a manager of a large “trusted third-party” network, “Audits don’t work. Survey’s don’t work. Even threatening to remove a company from the program does not work.” Another vendor risk manager said, “The problem is that our partners are mostly small businesses with less than 50 employees. They simply lack the management sophistication they need to sustain quality. We are asking them to achieve a standard of work that they simply cannot achieve.”
Supply chain and vendor risk managers are not the only ones feeling frustrated. Participating companies are also stressed. One small partner company with 28 employees said, “We spend so much time working to pass an audit that we have very little time left to actually create an excellent company.” Another vendor with 14 employees commented, “We are over-burdened with paperwork that is well meaning in theory, but has very little benefit in practice.” He adds, “They (the large customer’s vendor risk managers) have us jumping through hoops and we jump, because we know failing to comply with their requirements will force us out of their program and access to our largest customers.” The most telling comment came from another exasperated vendor, “To tell you the truth, we are not always sure what it is they want. Instead of auditors, I wish they would send us a boss. Just tell me what to do. All I want is the certification. I am willing to do what they want. Don’t make us guess. Show us!”
It seems everyone would welcome a better way.
The comments of both vendor risk managers and trusted third parties point to the same underlying problem: Many smaller partners lack the basic organizational foundation they need to produce consistent quality. Audits, surveys, filling out paperwork, and training courses may help but they will not solve the underlying problem. Instead, channel managers need to refocus on helping partners develop the internal management systems they need to create, implement, and continuously improve the processes related to achieving channel excellence.
Focusing on making program-related processes systematic is consistent with the way Certified Public Accountants perform a financial audit. Before testing the numbers, the audit team tests the organization’s internal accounting control systems. If the internal control systems are deemed reliable, then the financial output is deemed reliable. If the internal control systems are not reliable the audit is over.
The same approach can be used to help optimize a supply-chain. Third-party risk managers should focus first on helping channel partners build effective internal systems related to the processes that are associated with delivering excellence to their mutual customers. Then, they should continuously monitor the processes to make sure they are being used and improved.
